MANILA, Philippines - (UPDATE 3 - 2:09 p.m.) A roadside explosion in the town of Datu Odin Sinsuat, Maguindanao, Thursday morning killed two persons and wounded another.

Maguindanao police director Senior Superintendent Marcelo Pintac said the blast happened around 10:50 a.m. on the national highway a kilometer from the municipal hall where a program was being held to celebrate the town's 17th founding anniversary.

Among those attending the program was Maguindanao Governor Esmael "Toto" Mangudadatu, who has survived a number of attempts on his life using improvised explosive devices.

Chief Superintendent Bienvenido Latag, police director of the Autonomous Region in Muslim Mindanao, identified the wounded as Marco Guiamadel Kabil.

Colonel Leopoldo Galon, spokesman of the military's Eastern Mindanao Command, said a person had both legs blown off by the explosion, which happened in front of the house of the late Datu Rusman Sinsuat.

The bomb was rigged to a "padyak" (pedicab), Galon said.

Authorities also recovered two motorcycles from the scene of the explosion.
