Caught on video: modus of drug testing center in Bulacan

MANILA, Philippines – The acrreditation of a drug testing center in Guiguinto, Bulacan may be cancelled and its offices padlocked by the Land Transportation Office after a News5 asset captured on video - using a hidden camera - the modus operandi of the center which issues negative results to shabu-addicted bus drivers and conductors who run to it so they can renew their licenses with the LTO.

In some drug testing centers, even a positive finding for shabu use can be made negative as long as the driver had the money to overturn the evaluation, a source revealed to News5.

To prove the source's point, the News5 asset - using a surveillance camera - filmed drivers and conductors smoking shabu inside a bus in Malanday, Valenzuela. When talk came to renewing the driver's license, he learned that their drug use will not be detected once they proceed to Pharma C-T Drug Testing Center near the LTO office in Guiguinto, Bulacan.

The asset then went to the center where he was assured by a fixer who told him that for P800-P1,000 he could have a negative result in the drug test even though he admtted that he had taken shabu.

The fixer's cohort thereafter went to the back of the drug testing center to urinate. He handed the fresh urine to the asset and told him to present it to the center's staff for processing.

True to the fixer's word, the result came out negative.

When the video was shown to Orlando Toledo, assistant chief of LTO in Guiguinto, he expressed dismay and said that the drug testing has been rendered useless because of the anomaly.

Toledo said this can be grounds for the cancellation of the permit of the drug testing center.
