MANILA, Philippines -- Large parts of the metropolis are flooded due to the sudden downpour, the Metro Manila Development Authority said Thursday. 

While flooding in some areas have started to recede, MMDA strongly advised motorists and commuters to stay indoors as flooding in many areas is causing traffic jams.
