Rains flood parts of Metro Manila, Luzon

MANILA, Philippines - (UPDATE 2, 10:50 a.m.) Non-stop rains over Metro Manila and parts of Luzon have flooded many areas.

The National Disaster Risk Reduction and Management Council (NDRRMC) and the Metropolitan Manila Development Authority (MMDA) listed the following places as flooded:

* In Makati City, roads in the villages of Pio del Pilar, Tejeros, and La Paz were not passable due to floods.

* In Quezon City, gutter-deep floods were reported in Commonwealth area, westbound near the Old Balara Church. Quezon Boulevard underpass is flooded, while the flood on V. Luna St. is from 20 cm to above car tire.

* In Occidental Mindoro, the national road in Sitio Mabanlik, Barangay Poblacion, Calintaan is not passable to light vehicles due to flooding.

As of 10 a.m., the roving TV5 team noted the following flooded areas in Camanava (Caloocan, Malabon, Navotas, Valenzuela) are:

* In Caloocan City, flooded are Barangays 34 (knee-high), Barangay 29 (ankle-high), and Barangays 33, 28, 14, 8, and 18.

* In Malabon, flooded are Catmon, Sitio 6 (between 6-8 inches), Tatawid and Panghulo (2 inches), Tanyong, Rivera (12 inches), and Borromeo (45 inches).

* In Navotas, flooded are M. Naval (past gutter) and Governor Pascual (past gutter). The high tide is expected to increase water levels.

Flood warnings

At noon, Pagasa reiterated its flood warning in Metro Manila due to continuous rains.

As of 11 a.m., amount of rainfall recorded at Science Garden in Quezon City is at 5.53 mm; 6.5mm of rainfall recorded at La Mesa Dam; 3.7 mm rainfall at Port Area, Manila; 4.8 mm rainfall at Dalandanan, Valenzuela City; 4 mm at Pasig City and 3.5 mm at Ususan, Taguig City.

Pagasa said rains will continue for the next hour.

The NDRRMC said another low pressure area (LPA) is being monitored near Caroline Islands outside the Philippine area of responsibility, heading east towards Mindanao.

NDRRMC director for operations for Edgar Ollet said rains are likely to continue until Thursday as the LPA slowly exits land.

Early Tuesday morning, the state weather bureau has warned of flooding in Metro Manila. It said the rate of rainfall is expected to be between 7.5 and 15 mm per hour and is likely to continue.

As of 7 a.m., the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) has monitored a rainfall of 7.0 mm at Sangley Point, Cavite; 8.4 mm at Science Garden, Quezon City; and 3.1 mm at Port Area, Manila.

As of 6:20 a.m., Pagasa has already issued flood warning in low-lying areas in Quezon City, Manila, Rizal, and Cavite due to incessant rains.

As of 6 a.m., 10.2 mm rainfall was observed in Tanay, Rizal; 4 mm at Sangley Point in Cavite; 5 mm at Science Garden, Quezon City and 3 mm at Port Area, Manila.

Pagasa said rains were "most likely to continue for the next hour."

The weather bureau said possible flooding is expected in low-lying areas and those near rivers.

Destruction to property

Heavy rains destroyed three houses and a nipa hut in Teresa, Rizal Monday afternoon, the NDRRMC said. It said the heavy rains started at 2 p.m. affecting the village of Dalumbayan and destroying agricultural crops in the area. As a result, three families were affected from the rains. A certain Ricardo Glee also sustained minor injuries.

A low pressure area (LPA) near Batangas has continued to dump rains over parts of Luzon including Metro Manila, prompting state forecasters to issue flood warnings to residents in the capital region.

In its 5 a.m. bulletin, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said the LPA was last tracked at 30 kilometers north of Ambulong, Batangas.

Pagasa said Central and Southern Luzon will experience cloudy skies with scattered rainshowers & thunderstorms becoming widespread rains over Central Luzon, Quirino andCentral Provinces which may trigger flashfloods and landslides, Visayas and the rest of Luzon will experience cloudy skies with scattered rainshowers and thunderstorms.

Meanwhile, Mindanao will be partly cloudy to cloudy skies with isolated rainshowers and thunderstorms.

Coastal waters over Luzon and Eastern Visayas will be moderate to rough.
