MANILA, Philippines - Joint operating units of the Criminal Investigation and Detection Group (CIDG) have arrested a 39-year-old French national in Malate, Manila who uploaded on the internet his sex footage with a 17-year-old girl.

CIDG chief, Police Director Samuel D Pagdilao Jr., identified the arrested Frenchman as Geert Maurice Josef Bovoi alias Wayne. Also arrested was Veronica Catalan, 28, of Pandacaqui resettlement, Mexico, Pampanga, who allegedly acted as the pimp.

Pagdilao said that CIDG operatives from Pampanga, Western Metro Manila and Women and Children Protection Division (WCPD) and Community Investigative Support (CIS) volunteers arrested the two suspects at the Robinsons Mall in Malate, Manila on Tuesday afternoon and rescued the victim, who hails from Arayat Boulevard, Angeles City.

CIDG operatives arrested the Frenchman and the suspected pimp, who had earlier fetched the victim from a bus station on Recto Avenue, Manila and delivered her to the mall.

Pampanga CIDG chief, Chief Inspector Fernando Cunanan Jr., said Bovoi hired the victim in 2011 for sexual services. The suspect also recorded their acts on video and paid the victim P8,000 for the acts.

Last April, the victim and her parents filed a complaint at the CIDG office in Pampanga against the Frenchman for uploading the sex video on the internet, and internet users at their barangay in Angeles City have been feasting on this.

Cunanan said the suspect continuously communicated with his victim and threatened to post their other videos if she stopped meeting him. This led his office to act on the complaint.

Confiscated from the Frenchman was a digital camera that is now being subjected to digital forensic text by the CIDG’s cyber crime division. The suspects were turned over to WCPD for violation of RA 9208, the Anti-Human Trafficking law, and RA 9995, the anti- Voyeurism law.
