The father of Robert Blair Carabuena, the Philip Morris officer captured on video assaulting an MMDA traffic enforcer, on Wednesday said the MMDA instigated the confrontation with his son when he repeatedly hit the side of his car as he tried to negotiate a busy QC intersection.

Speaking to producers of TV5's "T3", the elder Carabuena said his son blew his top when the traffic enforcer, Saturnino Fabros, rapped his car as it was trying to complete a left turn in the crowded intersection of Capitol Drive and Tandang Sora Ave.

But the driver of vehicle carrying the TV5 crew that captured Carabuena's confrontation with Fabros, in an interview with "T3", said Fabros was unconfrontational and seemed to conduct himself properly throughout the incident. He said he saw Fabros lightly knocking on Carabuena's car just once ("kinatok"), to call his attention as Carabuena seemed to ignore his signals to stop and stay clear of the intersection.

The video captured by TV5 shows Carabuena verbally abusing Fabros a few moments later, and slapping the traffic enforcer's head at least twice.

Carabuena has refused or ignored requests for interviews, but his father came out of their house to speak with reporters of "T3". He maintained that Fabros was the one who provoked his son to anger.
