MANILA, Philippines -- A taxpayer filed on Friday a petition before the Supreme Court seeking to order the Commission on Elections (Comelec) to implement the prohibition on political dynasties in the local and national elective positions.
In a 24-page petition for mandamus Louis "Barok" Biraogo, asked the SC to direct the Comelec to implement the constitutional prohibition against political dynasties.
The petitioner cited Section 26, Article II of the 1987 Philippine Constitution which states that "the State shall guarantee an equal opportunity in public service and prohibit political dynasties as may be defined by law."
Biraogo argued that the issue on political dynasties should not anymore be debated upon in the sense that there is a constitutional prohibition against political dynasties.
He stressed that the list of candidates for the May 13, 2013 elections is a clear testimony of "mockery" of such provision of the 1987 Constitution.
