MANILA, Philippines -- President Benigno Aquino III has declared May 13 as a special public non-working holiday across the country to allow voters to cast their ballots in the midterm elections.

Proclamation No. 571 said making May 3 a non-working holiday will "enable the people to properly exercise their right of suffrage."

"We enjoin all to participate in electoral process that forms bedrock of our society," Malacanang spokesman Edwin Lacierda said in an interview aired over state-run Radyo ng Bayan.
