Comelec taps PPCRV as citizen's arm in Oct. 28 barangay, SK polls

MANILA, Philippines - Flush out flying voters. That's the marching order given to field volunteers of the Parish Pastoral Council for Responsible Voting (PPCRV), which the Commission on Elections has deputized for the Oct. 28 barangay and Sangguniang Kabataan (SK) polls.
PPCRV volunteers are in the best position to pick out flying voters since they come from the area, explained PPCRV chairman Henrietta de Villa.
“They would know the people, who is an outsider and who belongs to the community. They would know who doesn't belong there. Our volunteers can really help," she said.
Comelec has granted PPCRV’s petition to be its accredited citizen’s arm in next month’s polls, the second time this year it is being so deputized. In the May 13, 2013 elections, PPCRV also served as the poll body's citizens' watchdog--fielding volunteers at the precinct level and running the parallel computerized tabulation center at Pope Pius XII Center in Manila.
The October polls deputization means it will have to help Comelec in voter’s education and assisting voters at the polling precincts come Election Day.
PPCRV volunteers, said de Villa, will undergo thorough training, especially as the synchronized barangay and SK polls will be done manually, a departure from the automated exercises in the 2010 presidential and 2013 midterm polls.
“Having just come from two automated elections, it is best to reorient them again on manual elections. The barangay elections are most complicated because they are localized; hence, the need for an orientation for volunteers,” de Villa said, speaking in Filipino.
