The outgoing barangay chairman who killed his brother and two sisters after losing in the barangay elections in Capiz on Monday is now in police custody after surrendering to the mayor on Wednesday in Barangay Lapaz, Iloilo City.
The suspect, identified as Manuel Arcenas, has surrendered to Mayor Esteban Jose B. Contreras, the Public Information Office of the Capiz Provincial Police Office said.
“We have in custody Manuel Arcenas, suspect in the killing of his siblings yesterday. He surrendered to Mayor Contreras of Pontevedra and Superintendent Kas Disomangkop of the Police Regional Office 6,” the Capiz police said in a text message.
The 62-year-old Arcenas is a resident of Barangay Manapao, Pontevedra, Capiz.
“After a whole night of tracking his whereabouts the suspect was monitored in Barangay Lapaz, Iloilo City where he eventually gave up to authorities. He is being held at Camp Delgado before his turnover to investigators,” the police said.
Earlier, PRO6 Director Chief Supt. Agrimero Cruz Jr. identified the victims Jennifer Nuyles Y Arcenas, 57, Evelyn Espinar Y Arcenas, 58, and Ramon Arcenas, 54.
Ramon won as Barangay Captain in the election. Manuel was the outgoing barangay captain and ran for councilor but lost.
Manuel killed his siblings in the house of a relative, Wennie Baticula, where the victims spent the night after the election.
Agrimero said Manuel used a Carbine rifle to kill the victims who were declared dead on arrival at the Bailan District Hospital.
Authorities are looking into a land dispute between the victims and the suspect as a possible motive behind the killings, but they are not discounting that the murders were election-related.
