PNoy approves 2011 Investment Priority Plan

MANILA, Philippines - President Benigno Aquino III has approved this year's Investment Priority Plan (IPP) that contains the list of industries that will be given incentives by the government.

Under Memorandum Order No. 20 signed by the President on July 5, 13 items have been included in the list of preferred activities.

Of these, six were new entries, including the administration’s Private-Public Partnership (PPP) projects; development of low-cost mass housing; tourism projects outside designated tourism enterprise zones; ship building; exploration, development and utilization of indigenous energy sources; and the manufacture of alternative fuel vehicles and electric vehicles.

Some 10 PPP projects are up for bidding this year, including contracts to operate the Metro Rail Transit 3 and the Light Rail Transit 1 and the second phase of the Ninoy Aquino International Airport expressway, 

Tourism-related projects, on the other hand, include the establishment and operation of hotels, resorts, apartment hotels, motels, and bed and breakfast facilities, among other forms of accommodation; convention and exhibition facilities; amusement parks; adventure and eco-tourism facilities; sports facilities and recreational centers; theme parks; health and wellness facilities; agri-tourism farms; and tourism training centers and institutes.

Transport services for tourists and the development of retirement villages will also enjoy incentives under the 2011 IPP.

Preferred activities that were also present in last year’s list include so-called green projects or activities expected to lead to efficient energy use and reduction of emission of greenhouse gases and disaster prevention, mitigation and recovery projects such as flood control systems, dikes, and installation of early warning systems for typhoons and earthquakes; and business process outsourcing and creative industries

Other items listed under the mandatory list include extensive plantation of forest land of tree crops for commercial and industrial purposes; exploration and development of mineral resources, mining, quarrying and processing of metallic and non-metallic minerals; printing, reprinting, publication and content development of books and textbooks; refining, storage, distribution and marketing of petroleum products located in government-identified logistics hubs; establishment of waste recycling facilities; establishment of industrial wastewater treatment facilities and related activities; manufacture of aids and appliances for disabled persons, as well as establishment of special schools, homes and residential communities especially for them; and the development of renewable energy facilities.

The Autonomous Region in Muslim Mindanao had a separate list of priority activities that included the halal industry or the manufacture of products under Islamic law.
