MANILA - The Department of Transportation and Communications on Friday said the Air Passenger Bill of Rights would cover only domestic routes.
“The rules would be for everybody serving the domestic market because the international naman may sapat na rules na umiiral ngayon. Lahat ng international flights ay sumusunod sa existing IATA regulations,” DOTC Secretary Manuel “Mar” Roxas said in a statement.
Roxas said DOTC will circulate among Philippine carriers another draft of the Bill of Rights in two weeks.
"The same email address will remain open for a week for final comments on the second draft. Based on that, we will determine what’s necessary and what’s not,” he said.
The DOTC chief expects the final version of the joint administrative order ready by end of next month.
The order will be issued by DOTC, Department of Trade and Industry and the Civil Aeronautics Board.
The scope of the regulation includes denial of boarding, flight delay, flight cancellation, off-loading of baggage, overbooking, advertisements of promotional and regular fares, re-fundability and re-bookability of fares, death and bodily injury, and express lane prioritizing persons with disabilities and seniors.
Earlier, Alex Reyes, Cebu Pacific general manager for Long-Haul Division, said the airline supports the government's Bill of Rights, but insist the rules should also apply to foreign carriers to avoid an uneven playing field.
"The draft Bill of Rights would make Philippine carriers uncompetitive because the proposed regulation is only limited to Philippine-based carriers," Reyes said.
