MANILA - The Swiss challenge for the NLEX-SLEX Connector Road Project is likely to be scheduled on October, an official of the Public-Private Partnership Center said.
Cosette Canilao, executive director of state-run PPP Center told Interaksyon.com that the Department of Public Works and Highways will secure National Economic and Development Authority-Investment Coordinating Committee approval of the agreed terms of reference for Metro Pacific Investments Corp.
"After that, DPWH will publish the Swiss challenge, most likely by October," Canilao said. A Swiss challenge is required since the project is an unsolicited proposal.
The DPWH had secured a notice of no objection from the Department of Transportation and Communications for the use of the Philippine National Railways' airspace in constructing the NLEX-SLEX Connector Road.
Last March, state-run Home Guarantee Corp. sought investors who would bid for the 14-kilometer airspace above the stretch of the PNR tracks between Makati City and Caloocan City. The bidding however fell through because of the PNR's opposition.
Transports Secretary Manuel Roxas had said the HGC would be compensated for the use of PNR's airspace. The air rights of the PNR would be used by Metro Pacific Tollways Development Corp. in constructing the NLEX-SLEX Connector Road.
Malacanang earlier allowed proposals lodged separately by MPTDC and San Miguel Corp.-backed Citra Metro Manila Tollways Corp. to construct expressways linking the North Luzon Expressway and the South Luzon Expressway.
MPTDC plans to construct the 13-kilometer NLEX-SLEX Connector Road for P22.95 billion. The project is expected start early next year and would create 8,000 jobs.
