MANILA - (UPDATED 10:54 p.m.) The Department of Agriculture is creating El Nino action teams to assess the effects of the dry spell.

Assistant Secretary Dante Delima, who is also coordinator of the National Rice Program, said a memorandum order has been issued in preparation for the El Nino phenomenon, which is expected to hit the Philippines in the fourth quarter of the year.

Under the order, field units should create Regional El Nino Action Teams led by the regional executive director as chairperson. The teams should coordinate with local government units and regional disaster risk reduction and management councils.

Upon their creation, the teams shall assess the rice situation in their region and map out activities to address the impending effects of El Nino on rice production.

The Bureau of Agricultural Statistics forecast rice production for the second half of the year to reach 9.92 million metric tons, 8.9 percent higher than last year’s 9.11 million.

Based on standing crop, palay production for the July to September quarter may reach 3.56 million metric tons, 12.3 percent higher than last year’s 3.17 million.

According to farmers’ planting intentions, the October to December quarter palay output is forecast at 6.36 million metric tons, 7.1 percent more than last year’s 5.94 million.
