VIDEO | Controversial mayor calmly talks about tech for a safer Davao City

People know her for the much-publicized altercation at a demolition site in Davao City, but for this promotional video for tech giant IBM, no jabs were hurled by Sarah Duterte-Carpio against a virtual opponent.

Not literal jabs, at least, as the younger Duterte talks about using the power of technology to knock out criminal activities in the southern city and promote a safer public space for its residents.

In a rare moment, Duterte is seen in the video all dolled and dressed up — a brief departure from the usually assertive persona she often finds herself putting on before the media — as she explains how the city aims to use technology to improve its Public Safety and Security Command Center (PSSCC).

“The city’s vision is to create a smarter city,” Duterte said in the video. “Our challenges now are traffic management, emergency response, and the issues of urbanization.”

The project, in collaboration with IBM, will see the integration of multiple city agencies to improve inter-agency communication and collaboration in the challenge areas mentioned by Duterte.

Other components of the project include:

  • A single operational platform which will enable coordination between Davao City agencies involved in responding to public safety incidences.
  • Real time situational awareness through Geographic Information System (GIS), video feeds and GPS-enabled patrolling vehicles. The PSSCC team will be able to coordinate field operations with the help of unified communication via the command center.
  • Standard operating procedures defined for different public safety incidences that will improve the overall operational efficiency.
  • Video analytics capabilities that will enhance the ability to track traffic and crime related incidences.
  • An “early warning system” that monitors Key Risk Indicators (KRI) and allows the city to take action in a collaborative manner.
  • A simplified dashboard view for executives to help measure the performance of public safety operations with Key Performance Indicators (KPI).

“IBM supports Davao’s vision to create a smart and safe city by applying advanced technologies to existing infrastructure to improve city management and efficiency,” said Mariels Almeda Winhoffer, president and country general manager, IBM Philippines.

“Forward thinking cities like Davao are paving the way for the development of similar smarter cities projects around the globe,” she added.
